Admission Policy – HSSC (Intermediate)
HSSC Part I (First Year)
Admission Policy is applicable to all Islamabad Model Colleges functioning under the administrative jurisdiction of the Federal Directorate of Education (FDE), Islamabad.
1. Allocation of Seats
The number of seats available in IMCG (PG) F-7/2, Islamabad in different faculties is given below:
- Humanities – 390
- Pre-Medical – 325
- Pre-Engineering – 130
- Science General – 300
2. Basic Eligibility (HSSC-I)
Students in the following categories are eligible for admission against all seats (except those reserved for Ex-FATA/GB domicile holders):
- Daughters of Federal Government employees residing in Islamabad/Rawalpindi
- Residents of Islamabad Capital Territory (ICT)
- Daughters of Diplomats stationed at Islamabad
A candidate who has passed her last examination from an institution not located in Islamabad Capital Territory shall produce a residence certificate from Estate Office/CDA, or any other valid legal document (e.g., CNICs or utility bills indicating the parents’ residential address) in support of her claim pertaining to residence.

* Late-admission cases according to the merit of the respective college may be entertained subject to approval of the Director Academics.
* The bottom line of marks may be reviewed if sufficient applications are not received in a particular group/shift, subject to prior approval of the Director Academics, Directorate of Education, Islamabad.
5. General Instructions (Admissions Process)
The following instructions will be strictly followed during the admission process:

A candidate domiciled in Ex-FATA/GB will not contest a seat reserved against the allocated quota if she has qualified SSC/HSSC from any institution outside the tutorial jurisdiction of Ex-FATA/GB. However, after the admission process is completed, if a seat under this category remains vacant, admission may be granted to applicants with Ex-FATA/GB domicile (accommodation to be arranged by the candidate if hostel is not available).

Top three position holders from any Examination Board of Pakistan will be eligible for admission at all levels (HSSC, etc.) in their respective disciplines regardless of basic eligibility (proof of residence). Hostel accommodation is not admissible under this clause.

Students seeking admission on sports quota (Board level) must submit an authentic Merit Certificate issued by the relevant Board along with the application form. Merit within sports quota will be determined by adding the following points to the total marks obtained by the applicant:
Note: If a student fails to prove her competence in the specific sport, her admission will be cancelled.

If any seat(s) against any quota are not fully utilized due to non-availability of eligible candidates, the same will stand transferred to the Open Merit quota. Proper documentation of transfer of each seat shall be made for verification initially by the Director concerned and finalized by the Director General.

Admissions shall be made as per timeline and schedule issued by the Federal Directorate of Education.

Students placed in compartment in SSC/HSSC will compete for admission after clearing the subject(s) in the same year within the prescribed time limit fixed by the Board/University subject to availability of seats in the institution; otherwise next year as a fresh candidate.

Candidates seeking admission after a gap of one or more years may be considered upon application. They must submit an affidavit of good conduct duly verified by the head of the last institution attended; the reason for the gap should be clearly stated. Five (05) marks per gap year will be deducted from total obtained marks for merit calculation.

The number of seats will be determined by the institution in each faculty after considering physical facilities and teacher availability. Final numbers will be approved by FDE in consultation with Heads of Institutions before the academic session commences.

Students who have passed Senior Cambridge, GCE O-Level/A-Level, or a Polytechnic Diploma are eligible along with other candidates. Merit will be determined on percentage of marks; IBCC equivalence (or University, where applicable) is a pre-requisite at the relevant level.

All foreign national students must route their admission applications through the Ministry of Federal Education & Professional Training.

Migration (inter-city and inter-provincial) cases that are eligible as per policy may be entertained where seats are available, provided merit in the desired discipline is not compromised. No local migration is allowed. Relaxation may be permitted by the competent authority (Director General, FDE) in genuine hardship cases.

Hifz-e-Quran: Twenty (20) marks will be added to the merit at all levels, provided the candidate produces a certificate of successful completion from a registered/recognized institution (Religious Boards).

Notice for calling applications for admission will be advertised by FDE; no college may advertise on its own.

Every successful applicant will submit an affidavit on legal stamp paper addressed to the Principal, assuring that she will refrain from politics or subversive activity while on college rolls. The parent/guardian will endorse this undertaking and accept that violation may lead to removal from college rolls.

If any person other than father/mother is declared guardian, a proper legal affidavit/guardianship certificate must be submitted. Guardianship other than grandparents/real elder brother/sister and maternal/paternal uncles shall not be accepted.

Students must exercise subject choices carefully. Change will not ordinarily be allowed. In extreme hardship, change of subjects may be allowed within two weeks after commencement of classes, provided a candidate admitted in a lower-merit group does not opt for a higher-merit group.

The last date for admission fixed by FDE shall be strictly adhered to. If Principals need to fill vacant seats after the stipulated date, they will seek formal permission from FDE.

Attendance criteria prescribed by FBISE will be strictly followed. Principals will ensure transparent, regular record of daily attendance is maintained on accountable roll-call registers.
Note: Merit lists will be displayed as per dates announced by FDE on the college notice board and website (where available). No call letters are issued. Admission to one department does not grant the right to migrate to another.
